    I. General requirements for the disclosure of hospital affairs
    To implement the openness of the school affairs, it is necessary to adhere to the principles of democratic management, democratic supervision, close party and cadre, and open, fair, objective and pragmatic. Enhance the transparency of college decision-making and strengthen the restriction and supervision of power.
The implementation of open government affairs must conform to national laws and regulations and the party's guidelines and policies. The difference is conducive to the public's knowledge, accepting the supervision of the masses, and conducive to the protection of the party and state secrets.
    To implement the openness of the school affairs, we must proceed from the actual situation of the college, grasp the key content and key links, make it open through direct, simple and effective forms, and adhere to the implementation of regular public, phased disclosure, timely disclosure and publicity before, during and after the event. Combine and actively open the principle of continuous disclosure with the masses.

    4. Relevant regulations on the disclosure of hospital affairs

    4. Improve the approval mechanism for important information release.     V. Departmental open organization and leadership
