Special institutions of the Ministry of Moral Education have been established to clarify the post responsibilities and assessment methods of moral education in class teachers, moral education teachers, professional teachers, practical training teachers, deputy directors in charge of departments and department heads, and to determine the moral education functions and post responsibilities of each administrative department and mass organizations, forming a systematic and standardized new pattern of moral education work of "joint management and everyone's participation".
