A, declare the scope of assessment
(a) All professional and technical personnel who are engaged in professional and technical work in various enterprises and institutions, social intermediary organizations in our city, and who have established a labor (employment) relationship with the employer, as well as those who are engaged in professional and technical work in urban and rural areas but have no work unit, can declare the review of the corresponding titles according to the prescribed standard conditions.
(B) professional and technical personnel in Hong Kong, Macao and Taiwan employed in the city, as well as foreigners holding permanent residence permits for foreigners or residence permits for high-level overseas talents issued by various places, can participate in the title review in accordance with the provisions.
(3) Civil servants (including those listed in the institutions under the civil service law) shall not participate in the title review.
II. Policy Provisions and Standard Conditions

According to the Interim Measures for High-Level Personnel Services in Weihai City (Wei Ren Ren Ren Fa  No. 1), high-level talents are not restricted by the amount of professional and technical positions in their units when evaluating and hiring professional and technical positions. The performance results achieved by high-level talents abroad can be used as the performance results for the declaration of title evaluation. Outstanding performance results of high-level talent, regardless of academic qualifications, seniority restrictions, directly declare the review of the corresponding title.
2. professional and technical personnel who assist Tibet, Xinjiang and Qinghai, in accordance with the "Human Resources and Social Security Department of Shandong Province on the work of the province's aid to Tibet, Xinjiang and Qinghai professional and technical personnel title review notice" (Lu People's Social Word  No. 255), may not be subject to the number of positions in their units, and exempt from the title of foreign language, computer examination and business ability test before the review.
3. The institutions of higher education (including vocational institutions of higher education and party schools above the municipal level) that carry out the reform of independent evaluation and employment by post should strictly follow the provisions of the "Implementation Opinions on Deepening the Reform of the Title System of Teachers in Higher Education" (Lu Renren Shefa  No. 51) and implement the provisions of setting up posts, open competition, industry evaluation and employment management, etc., and implement independent evaluation, employment by post and issue appointment letters.
4. Postdoctoral researchers who are engaged in scientific research at postdoctoral research stations and scientific research stations (bases) in our city, as well as postdoctoral researchers who work in our city after leaving the stations (bases), can participate in the title evaluation in accordance with the personnel management authority, and their scientific research achievements during the stations (bases) can be used as the basis for participating in the title evaluation.
5. Non-enterprise institutions (including public management units) of the exchange of personnel employed to work in professional and technical positions in enterprises and institutions, in the current work position engaged in professional and technical work for more than one year, after assessment of the corresponding title conditions, can declare the review of the corresponding title.
6. County-level and above units of professional and technical personnel exchange and employment to township units (excluding urban street offices and dispatched institutions, the same below) professional and technical positions, work in the current position for more than one year, after assessment of the corresponding title conditions, may not be limited by the number of years of service and job level, to declare the review of the corresponding title.
7. Professional and technical personnel due to job restructuring need to change the series (professional) to declare the review and the original title qualifications of the same level of the title, should work in the current professional and technical positions for more than one year, the assessment of the corresponding title qualification conditions before the recommended declaration. Not in accordance with the provisions of the corresponding series (professional) title, shall not declare the review of higher-level titles, except for the state and provincial regulations.
8. Encourage the development of composite talents. Has obtained a series (professional) title and employed in the corresponding position of professional and technical personnel, approved by the unit, can be combined with the work and then declare the review or apply for other series (professional) title at the same level, not subject to the unit post restrictions.
9. professional and technical personnel in institutions to declare the review of the title, should be consistent with the professional and technical post requirements of the title series (professional), the unit does not set the corresponding professional and technical posts, shall not recommend the review of the corresponding series (professional) title.
10. professional and technical personnel in institutions to declare the review of titles, in accordance with the "notice on issues related to speeding up the employment of institutions" (Lu People's Social Development  No. 29). The number of senior and middle-level titles in institutions with separate evaluation and recruitment exceeds 15% of the approved number of corresponding positions, in principle, no longer recommended to declare the evaluation. The implementation of the review by post declaration of primary and secondary school teachers, secondary vocational school teachers, technical school teachers title institutions, according to the number of approved professional and technical positions, grade structure and the demand for professional and technical job vacancies in the institutions, the organization of title declaration recommended work. When the institutions organize the declaration and recommendation, they should fill in the "Statistical Table of the Recommended Declaration of High and Intermediate Titles in Institutions" (Annex 1) as required.
11. The staff of the institutions working in management positions, due to work needs really need to work part-time in professional and technical positions, should be in accordance with the "Notice on the Approval of Part-time Professional and Technical Positions in Institutions" (Lu Ren Fa  No. 71), according to the cadre personnel management authority for the relevant approval procedures, the declaration shall provide the "approval form for part-time professional and technical positions in institutions".
12. professional and technical personnel who have been approved to work part-time or leave their jobs to innovate and start a business to declare their titles, in accordance with the relevant provisions of the "Organization Department of the CPC Shandong Provincial Committee Shandong Provincial Human Resources and Social Security Department Shandong Provincial Department of Finance Shandong Provincial Department of Science and Technology Shandong Provincial Department of Education on Supporting and Encouraging the Implementation of Innovation and Entrepreneurship of Professional and Technical Personnel in Institutions" (Lu People's Social Regulations  No. 1).
13.The national unified examination for professional and technical qualifications has been implemented for the series and professions (economics, accounting, auditing, statistics, publishing, health, translation (English, Japanese) middle and junior and computer technology and software high, middle and junior), no more evaluation work. Through the examination to obtain professional and technical qualifications, units employed in accordance with the relevant personnel management regulations.
(II) standard conditions
1. In accordance with the national and provincial regulations of the title standard conditions of the organization to declare the recommendation and evaluation. For the title series whose standard conditions have been revised by the province and published in "Shandong Professional and Technical Personnel Management Service Platform", the new standard conditions shall be implemented. If the standard conditions have not been revised, they are still implemented in accordance with the relevant national and provincial regulations.
2. According to the relevant provisions of the Notice of the Provincial Department of Human Resources and Social Security on Issues Relating to the Examination of Foreign Language and Computer Application Ability (Lu People's Social Development  No. 29), when the professional and technical personnel in our city declare the titles of intermediate level and below, as well as the senior titles of health technology, grassroots health technology, primary and secondary school teachers and economic series authorized by the city, the foreign language and computer application ability are not requirements. When applying to the provincial senior title evaluation committee (hereinafter referred to as "senior evaluation committee") to evaluate senior titles, the specific requirements on foreign language and computer application ability shall be implemented in accordance with the requirements of the provincial senior evaluation committee.
3. The conditions of continuing education shall be implemented in accordance with the Regulations on Continuing Education for Professionals and Technicians in Shandong Province, the Notice on Strengthening and Standardizing the Management of Continuing Education for Professionals and Technicians (Wei Ren Ren Shu Han  No. 24) and the Notice of the Human Resources and Social Security Bureau of Weihai City on the Online Declaration and Verification of Continuing Education Hours for Professionals and Technicians in 2018.
4. Where the national vocational qualification system is clear that professional and technical positions can be employed, the acquisition of vocational qualifications can be regarded as having the corresponding series and level of titles, and can be used as a condition for declaring higher-level titles (see Annex 2 for the comparison table of the interoperability between vocational qualifications and titles).
5. For part-time qualifications obtained after joining the workforce, the requirement of years of experience is no longer limited. Professional and technical talents working in professional and technical positions in township units (except for medical and health professions) may declare and evaluate their titles without being restricted by the professions they have studied.
6. In accordance with the relevant provisions of the Opinions on Strengthening Highly Skilled Talents to Boost Industrial Transformation and Upgrading (Lu People's Social Development  No. 22), full-time graduates of senior technical schools or technical colleges who have obtained the vocational qualifications of senior workers and preparatory technicians shall be treated as full-time senior (junior college) or undergraduate graduates respectively in the evaluation and appointment of titles. Graduates of general technical schools are treated as graduates of general secondary education.
Third, the declaration of the recommended requirements and review, audit responsibility
Declare and evaluate the title, implement the method of individual declaration, democratic evaluation and recommendation, unit review and competent department audit. This year, we will continue to adopt the online declaration and evaluation method, and the declared personnel, employers and competent departments must log in "Shandong Provincial Title Declaration and Evaluation System" for registration, information filling, review and examination, information submission, etc. (http://126.96.36.199:8185/ww/login_ gg.html). The requirements for submission of materials shall be in accordance with the provisions of the "Application Manual for Title Declaration and Evaluation in Weihai City (2018)", which can be downloaded from the website of the Human Resources and Social Security Bureau of Weihai City under the section of "Service Hall - Office Guide - Talent Team Construction".
(A) Individual declaration
Professional and technical personnel to declare the evaluation of the title, should fill out the declaration materials factually, and provide various supporting materials and representative achievements or award-winning projects that can reflect their professional and technical level, ability and performance since their current position as well as participation in continuing education as required. Implement the system of representative works, fill in no more than three papers (books, works, etc.) and no more than three achievements and award-winning projects (except as otherwise provided in the standard conditions). Strictly implement the personal integrity commitment system, professional and technical personnel must sign their names in the "Shandong Province professional and technical title evaluation form" "integrity commitment" column, and it is strictly prohibited for others to sign on their behalf.
(B) Unit democratic evaluation recommendation, public announcement
Business units to organize democratic deliberation recommendation in accordance with the provisions of the public position name and the number of vacant posts, title terms of service, democratic deliberation recommendation method, the declarant evaluation materials (including performance materials), the recommended list of declared personnel, and organizations to fill out the "recommended declaration of professional and technical titles" six public "supervision card" (Annex 3). As required, a recommendation committee composed of more than 7 persons working in the corresponding professional and technical positions (larger units should increase the number accordingly; for units with smaller number, the recommendation committee can be set up by the competent department) will make a comprehensive evaluation of the professional ethics, practice behavior, academic and technical level, working ability and performance contribution of the declarant and put forward the recommendation list. Units based on the recommendation list proposed by the recommendation committee, research to determine the recommended candidates, and fill out and submit the "unit recommendation committee democratic evaluation of the recommended registration form" (Annex 4). Democratic evaluation of the recommended approach should be reported to the higher authorities to review and agree to organize the implementation. Non-institutional units can be combined with the actual situation of the unit with reference to the implementation.
The unit shall issue a notice of public notice (indicating the time, place, list of persons and qualifications of declared professional and technical positions, the unit complaint receiving department and telephone number), and the recommended candidate's "Shandong Province professional and technical title evaluation form", take a prominent position in the unit list or use the unit website, information office system and other ways to publicize and keep the image data, and the unit will file the above public information for inspection. Other declaration materials can be placed in the unit meeting room and other public places for inspection. Public notice should be informed in advance of all professional and technical personnel in the unit, the public notice period of not less than 5 working days. No objection to the public announcement is recommended to be reported, and fill out the "Report Form on the Recommended Public Announcement of Title Declaration" (Annex 5) to be reported with the evaluation materials. The main responsibility for accepting letters and visits lies with the personnel (title) management department of the unit, and the declaration materials which are found to be falsified or other irregularities will not be submitted and will be handled according to relevant regulations.
(iii) Review and examination by the employing unit, competent department and submitting department
Establish the responsibility mechanism of title hierarchy management. The employing unit is responsible for carefully examining the legality, authenticity, integrity and effectiveness of the declared materials, organizing the recommendation according to the policies and procedures of title declaration, filling in the unit recommendation and signing and stamping as required. The review of the declaration materials of the personnel declared by the career unit shall be subject to the conclusion of the special review of the cadre personnel files of the organization and personnel department. For units that do not carry out special review of personnel files, the review of academic qualifications should be verified one by one by logging into the China Higher Education Student Information Network (http://www.chsi.com.cn) and other means to verify the authenticity of the declared personnel's academic qualifications; the competent department is responsible for carefully verifying whether the materials are true, legal, valid and complete, reviewing whether the declaration conditions and declaration procedures are compliant, etc., and filling in the The competent department is responsible for carefully verifying whether the declared materials are legal, valid and complete, reviewing whether the declaration conditions and declaration procedures are in compliance, etc., filling in the review opinions and signing and stamping as required.
The declaration of materials that do not meet the conditions and procedures for declaration, should be returned in a timely manner according to the original submission channel, and the employer to inform the declarant in writing. Any one of the following circumstances shall not be accepted: (1) does not meet the declaration conditions; (2) does not meet the filling specifications; (3) not submitted in accordance with the prescribed time and procedures; (4) without or not in accordance with the provisions of the public announcement; (5) there is a fraudulent behavior; (6) other does not meet the provisions of the title policy.
(D) Submission department submission
1. Submitting department and authority
The submitted materials shall be reviewed and approved by the submitting department and signed before being submitted to the corresponding evaluation committee office. According to the requirements of title classification management, the submitting departments and their authority are
(1) To declare the evaluation of junior titles, the competent department of the unit shall submit to the corresponding evaluation committee office.
(2) Declare and assess the intermediate title, the competent department of the unit together with the Municipal Human Resources and Social Security Bureau shall submit to the corresponding evaluation committee office.
(3) Declare the senior title of provincial high appraisal committee, submitted by the city human resources and social security bureau to the Weihai Human Resources and Social Security Bureau. Weihai City Human Resources and Social Security Bureau, together with the corresponding industry departments in Weihai City, submitted to the provincial high evaluation committee offices.
(4) Labor dispatchers and personnel agents are recommended by the labor dispatching units and personnel agents together with the current work units of the reporting personnel, and are audited and reported at each level. Urban professional and technical practitioners without work units and rural people engaged in professional and technical work, by their street communities, village committees or township human resources and social security offices, the level of audit and reporting.
(5) The province authorizes Weihai City to set up a high evaluation committee to review the senior titles, and its submission authority is reduced by one level of management according to the principles of declaring the provincial evaluation of senior title submission (refer to condition 2 of this paragraph). Weihai City authorizes the city to set up a middle-level title qualification evaluation committee to evaluate the middle-level titles, and its reporting authority is reduced by one level according to the principles of declaring and evaluating the middle-level titles (refer to condition 1 of this paragraph).
2. Submission time and address
The time for the city's evaluation committees and evaluation committee offices to accept the declaration materials ends on October 15. 3. Submission requirements

The submitting department has the right to decide "not to submit" the declared materials that do not meet the declaration conditions or have problems after examination.
Fourth, the relevant requirements
(A) Strengthen the policy propaganda. Title evaluation is an important measure to strengthen the construction of professional and technical talents, involving a wide range of areas and strong policies. Departments (units) shall timely release the notice of title assessment declaration, declaration policy, material submission requirements and assessment results and other information through their respective portals, and seriously do a good job of publicity and explanation of relevant policies.
(2) Serious work discipline. All departments (units) should do their job seriously in accordance with the relevant policy requirements of the title review, and strictly declare the procedures and discipline of the title review, and review the standard conditions against the declaration, article by article, item by item, to ensure that the declaration work is standardized and orderly. To attach great importance to the letter and visit issues in the title evaluation and declaration work, seriously implement the letter and visit regulations, according to the local management and title hierarchy management responsibility mechanism, seriously and timely and proper handling of letter and visit matters. The declared materials which are found to be fraudulent or other irregularities will not be submitted and will be handled according to relevant regulations.
(C) Strengthen supervision and inspection. Departments (units) should establish and improve internal supervision mechanism, take the title review work as an important element of clean government risk prevention, and take the initiative to accept the supervision of discipline inspection and supervision departments in the title review declaration work. The units and departments in charge of professional and technical personnel shall conscientiously implement the provisions of discipline inspection such as supervision of "three major" matters. To establish the annual title evaluation work files, the unit, the department title declaration, review, recommendation, public announcement, audit and other related materials are organized and filed, and the volumes are available for inspection.
(D) Strengthen the accountability. To the title declaration, recommendation and other links should strictly implement the management responsibility system of "who audits, who signs; who signs, who is responsible", which link, which aspect of the problem, according to law and regulations to pursue the responsibility of the relevant personnel.
